You may want to give more thought to Number 5's " Require that all producers of packaging assure that 80% of their packaging gets reused or recycled by 2020" etc. Waste composition studies of packaging types (not brands) are rare enough, expensive and if not done independently and with proper funding, meaningless, and of packaging types by brand, almost non-existent because of the dramatically even higher expense and even greater susceptibility to manipulation if not independently done.

There's a heck of a lot of "shoulds" in the draft, without any clear path to establish their practicality in the real world (the reference above being just one example. Perhaps we should wait and see how British Columbia's EPR implementation turns out before concluding that EPR is always best.

Have McDonough and Braungart threatened to sue you for using the term "cradle to cradle" yet? I would hope they've gotten beyond that, but it's been done before. Most attribute the phrase to Walter Stahel in any case. Glad to see any kind of national, viable, politically engaged coalition on recycling taking shape.

I guess I'm a skeptic when it comes to the use of mandates and government interventions to create jobs. My background is entrepreneurial, and I am biased in favor of imagination + a profit motive creating jobs by creating entrepreneurs.
Having said that, I am also a conservationist, and hate waste (which is why I'm a skeptic about government). I like your poster, "It’s not WASTE until it’s WASTED!"
So I wanted to introduce myself and my non-profit, Recycling Matters, to you. Our goal is to make the recycling of grocery bags profitable, which we do by decentralizing the standard recycling model, and to use this as the introductory level of a school sustainability curriculum.
I am interested in your feedback.
